This communication is to make you aware that the DSRA Benefit Trust VEBA Committee, in collaboration with Cone Insurance Group and Blue Cross Blue Shield of Michigan (BC/BSM), has determined it is in the best interest of our health care programs to set a closing date for the open enrollment period. As you may be aware, most group insurance plans have a defined annual open enrollment period which allows for plan entry or changes to one’s existing coverage. Such windows open in the fall and typically close late November for a start date of January 1st of the following year. We are extending our window to the end of February to allow more time for Delphi retirees to enroll. Accordingly, the open enrollment window will end effective February 28, 2010 for the DSRA Benefit Trust under 65 BC/BSM Health Care Plans. The next annual open enrollment period for 2011 will resume in the Fall of 2010.
The standard enrollment windows continue to apply for participants eligible for the Medicare plans currently offered through the DSRA Benefit Trust.
As with any plan, “Life Events” may provide the opportunity to request enrollment or changes to your current coverage during the closed enrollment period. Some examples may include, but may not be limited to:
- Retirement
- Death of a Retiree / Spouse
- Loss of Employment which affects Health Care Coverage
- Divorce
- Loss of Health Care Coverage previously covered on Spousal Plan
- Retiree “Ages Up” and becomes eligible for the HCTC Subsidy
- Retiree becomes Medicare Eligible due to age or disability
- Delphi Cobra expiration
- Events affecting HCTC eligibility
We are hopeful this change will not cause affected retirees undue hardship. Your DSRA Benefit Trust (VEBA) Committee continues to work to ensure the strength and integrity of our health care plans.
